State of Alabama 2025 Procurement Study

The State of Alabama (“State”), through the Alabama Office of Minority Affairs, has engaged Griffin & Strong, P.C (“GSPC”) to perform a Procurement Study. The Study will serve as an objective research tool used to determine where economic growth opportunities exist for Women and Minority owned businesses (“MWBEs”) in the State’s executive branch departments in the procurement of goods and services using state funds.

The Procurement Study is an objective research tool used to determine where there are economic growth opportunities for women and minority owned businesses in the State’s executive branch departments in procurement of goods and services using state funds.​ The findings of the Procurement Study result in recommendations by the Study team, and if accepted, are intended to be implemented as policy.

Anecdotal Interviews


The Procurement Study will provide an opportunity for feedback from business owners about experiences, both positive and negative, contracting with the State of Alabama. Anecdotal interviews are one-on-one interviews with business owners to discuss their experiences doing business with the State or navigating business development in the region.

This testimony can play a critical role in improving current programs. Beginning with our Informational meeting in January 2024, the Procurement Study anecdotal process will involve the completion of anecdotal interviews, public hearings, and focus groups. We estimate that anecdotal interviews will begin in December 2023 and end in April 2024.

Survey of Business Owners


GSPC will be conducting a Survey of Business Owners to understand the experiences of firms in the State’s marketplace in doing business both with and in the State. All firms in the marketplace are invited to take the survey which will be sent out early in 2024. For those who are not contacted to participate in an interview or focus group, are unavailable, or are generally uncomfortable providing public testimony, you may email us anytime with anecdotal comments or questions at AlabamaProcurementStudy@gspclaw.com.

Focus Groups


GSPC invites a small group of diverse firms to provide their view of doing business with the State, attempting to do business with the State, or explaining why they have not attempted to do business with the State, in a discussion setting. Firms are chosen at random from each ethnicity and gender group of the Study.
